Tosin, 28, joined Chelsea on a free from Fulham in 2024 and made 41 appearances in his first season there. He has been surplus under Xabi Alonso this campaign, left out of the first two Premier League squads, and Chelsea have been open to selling him in the final hours of the window. He was also offered to Manchester United last week, though they did not pursue it.
Spurs have spent heavily this summer (over £300m if my maths are right) and are looking at defensive cover. The window in England closes Tuesday night, so any deal would have to move quickly. No fee or personal terms have been confirmed as yet.
Spurs have supposedly reached an agreement in principle with Everton for the Senegal international. The deal is subject to personal terms and a medical. Reports put the fee around £60m. Ndiaye would add versatility in attack after the recent arrivals of Omar Marmoush (loan from Manchester City with an obligation to buy) and Savinho.
I would suggest that the £60 million is, in part, offset the money for Richarlison. Who, incidentally, has lashed out rather mindlessly in his departure.

The problem with Ndiaye is that he’s NOT the answer either.
His best scoring season was 14 Championship goals for Sheffield United in 2022–23 (plus 11 assists). At Everton, he has been a regular starter and useful creator, but not a high-volume No. 9.
