I'm sure it was discussed when the manager signed his deal that he'd be wanting some non negotiable signings (the first being Van Hecke of course).
If City match the Anderson deal and blow us out of the water that's life, nothing you can do. If it's a case of finding the extra £10 mill from where we're currently sat then it'll be unforgivable not to go that extra bit and secure the deal.
Last season screamed that we need a near entirely new 11 and one full of 'serious' oven ready PL experienced players. Survival saved the owners a few hundred million over the next few years, one star player really shouldn't be too much to ask.

A world class central midfielder would always be my choice for that signing - admittedly the striker position is pressing too, but a standout midfield leader should dictate how you actually play to an even greater extent than a forward. The best midfielder in the side should indicate your style of play and identity, Kane was a bit extraordinary being an exception to that but there's no 'alternative Kane' on the market anyway.
So get it done!
After that if it's a decent winger (I'd go for Gakpo over Savinho for reliability) and a reliable but maybe not spectacular forward (where are the spectacular forwards on the market?) - I'll take that as a successful window.
After that sell a few, loan a few and put down the shutters and get ready for pre season. Let the others haggle and beg for crumbs for once!

I reckon 30m+ is achievable for Richarlison, given the reasons you mention. The market is overheated way beyond what they are worth in reality.
